Cosmetic Condition
The meter is in fair cosmetic condition. It has scuff marks, scratches, and general wear from use.
It appears to be missing some kind of cover or port that sits on the top. It also appears to be modified, with a serial cable routed out of the bottom of the battery compartment. It is missing a battery cover as well.

Testing
We tested the meter by connecting a 9V battery (
not included
). It powers on immediately, and the display works. All of the function buttons are working. With the probe connected, we were able to see a spike in dB when making loud sound near the probe. We believe that the measurement functions are working, although we can not make any claims about calibration.
The main issue we noticed with this unit was that the power button does not work properly. It will power off the meter. However, the meter will not power back on when the button is pressed. It will only power on when a battery is first connected. We suspect that the previous owner may have modified the meter somehow.
This is the full extent of the testing performed. We do not have the equipment or expertise necessary to fully test this device. As such, it is being sold as-is. We can only guarantee that the condition is exactly as described.
